Take a piece of card stock and fold it in half. On the open end, cut a little window in the top, and a half circle out of both layers. Cut a circle and sandwich it between the 2 other cards with a brad right down the middle of where the center of the circle would be. Draw the numbers onto the circle within the little window.

You can experiment by cutting the card stock down to the exact size that you want, and sticking the sides down with double stick tape, while keeping the circle small enough that the tape won't interfere.
