It depends on your elevation and whether or not you put salt in the water.

In cities that are exceptionally high above sea level, the air is thinner; water boils at a lower temperature if the air pressure is lower. I kid you not. Look on boxes of brownies and cakes and you will sometimes see special cooking instructions for high altitude.

Salt, too, lowers the boiling point of water. That is why they spread salt on the roads when they are icy-- it makes the ice melt at a lower temperature. Some cookbooks will mention that adding salt to water makes it boil faster.

And of course, if the noodles are supposed to be added AFTER the water boils and you add them BEFORE it boils, that changes the cooking time as well.

You also need to ask when the noodles are "done." It takes less than 2 minutes if you prefer your noodles al dente, and would probably take more if you're one of those people who doesn't think it's "done" until you can throw it at the ceiling and it doesn't come back down.
