By getting out of there, and this missile defense plan is like starting the arms race all over again. Bush says it is for defense, but to Middle East, and Russia it makes us look like occupiers.

Ok for u.s. to set up nukes as long as the other countries all abandon their nukes ? I don't think they will go along with this.
