I always apply concealer or use my eye-brow pencil to fill in my light eyebrows.

If you don't want to get wrinkles later in life, the first thing you apply is an oil-free moisturizer like the one from Proactiv (for acne prone skin; has an SPF of 15) or Aveeno (has an SPF of 30).
Eyeliner or shadow
mascara
foundation
blush

You should do your eyes first so that when you apply your foundation it the eyeshadow doesn't get all over your face then you have to brush it off mess. Then your concealer, then foundation, powder, bronzer. But if you have dry skin I would stay away from the powder just makes your skin look all cakey.

Foundation first,
Powder to complete it,
Concealer next for the little pimples,
Blush is after that so your cheeks will be pink and not have anything cover it,
Then Eyeliner,
Eyeshadow,
and Mascara.
Don't use bronzer. You're only 13.

Most people will tell you concealer first then foundation. Well. That's wrong! If you do that your concealed spots will become darker than your face if your foundation goes on after concealer. So the correct steps are foundation, concealer, then when your face is completely dry use a bit of powder if you need it.

Here is what I put on and in order:
Foundation
Concealer
Blush
Eyeliner
Eyeshadow
Eyebrow pencil
Powder
Mascara
To me, the brushes I use are as important as the makeup. I use a Japanese Kabuki brush for my powder, and a paintbrush (a small one) for my eye shadow. It seems to make the effect last longer.
I hope I've helped you.

concealer - but at 13, you shouldn't need this unless you are covering up scars or zits
foundation
powder
eyeshadow
eyeliner
mascara
blush - do you blush after eyeshadow so you don't put on too much, your eyeshadow intensity will determine your blush intensity, not the other way around
bronzer
If you want the theatre girl's trick -- put powder on 1st, then concealer, foundation, powder again, etc...
