There is probably a specific form or outline that the housing office uses for any appeal. Your local housing office should be able to help you with with the appeal form, the same way they supplied the application.
It would probably be good to stop by a neighborhood legal aid office. The appeal is a formal process. The results will be kept in your file. There is probably a record of the questions and answers given in your interview. The record of your interview may be written, transcribed, or it could be a digital recording.
The appeal will include an informal hearing. You will be given the opportunity to present your evidence that the answers you gave in your interview were misunderstood, and did not contradict the information in your application.
The letter you write should be very simple:
Dear Public Housing Authority -
I received a letter of rejection with regards to my application for low income housing. I want to appeal that decision. Please send any forms, and instructions outlining the steps required to make that appeal. Thank you in advance.

You may find more information on your local public housing website relating to making an appeal. If the rejection letter gave specific interview answers they thought were contrary, then check with an attorney as to whether you should write out specific rebuttal of their evidence for each answer.
Before you appeal the rejection letter, reconsider whether leaving your mom's house is really best. Look at the financial benefits of staying at your mom's house. Also, the apartment is going to be a year lease, with utilities, food, and other costs and expenses. The longer you can stay at your mother's house, the more money you might be able to save.

Mabuhay! As someone who has gone the other direction (from USA to the Philippines), but having completed college in the USA, I think I can relate to you and also offer some advice. Financial Aid can be a tough game. You could write a great appeal letter, but it probably will not lead to the success you want. A better way to solve the problem is to see if you can simply find a job on campus or a paid internship off-campus. This probably would give you the same income as a work-study program, and you should still have the scheduling flexibility provided to most working college students. Finding a job is not difficult. Finding a job that pays well might be difficult, but my experience with work-study jobs is that they don't pay too well anyway. Even if you end up working in retail or fast food, just do the best job you can, and use the money for your studies. Your parents can probably qualify for private student loans that would help. These loans just require a decent credit score, and the interest rates would probably be in the 7-10% range (variable rate). Try the links below for some possible private student loan sources. With these loans, you can postpone your payments until after graduation, but I would recommend trying to pay at least part of the interest from your job income. These loans would likely be in your parents' names, with you as a cosigner. They will also help you build your credit. I wish you luck in school. Study hard. Grades are very important on the undergraduate level, so keep that GPA up!

I applied for low income housing and was denied do to eviction for non payment of rent back in 2012 because of loss of wages because I was going though a divorced and was unable to pay for childcare while I worked and I had no family or friends to help me at the time and unfortunately I have been able to keep a job due to my current health issues. Betty Wilson (mother) has been able to assist me and my two daughters with shelter and financially and will continue as much as she can while I have been going though such a hard time, however I have a lawyer assisting me with my appeal to applying for social security benefits

i was just denied Hud low income housing because of my credit? I am on ss and ssi now, and have an income coming in every month,,,My rent at the housing will only be 30% of my income,,,,I have been pay 550.00 now for 8 months and paying my rent on time every month have receipts to prove it,,After my husband died in 2008 the economy was terrible, i moved to Panama city, got a job and an apartment,,,well they let all 43 of new hires go 2 weeks later, i had a year lease, now i was homeless, it is on my credit report has court collection of over 3,000 this is ridiculous,,,i moved out and never went through any eviction process, and they turn around and rent the apartment out again!! I am 65 now and on SS and SSI for old age, only 199.10 more per month!! after i pay my rent i have 200.00 left to live on!! i had to start drawing my SS at age 62 just to be safe! you only get 75% of your full SS,,unless i waited till I was 67 ! bs government keeps upping the age,,just hoping we will die first,,this was back in 2010,, i have been current in my rent here now for 8 months and no debts, I got a secured cc to establish credit,,,well, that has not done me any good so far,,, how do these foreign people come in OUR country and get housing right away,,,you know they don't have credit??? this is BS I have written them a letter and have 14 to call for a meeting,,,and i will speak my mind on this!! Us Americans have NO rights anymore!!

I am in that same situation now. Every thing was going good, I was even given the apartment number I would be moving in. When my employer sent my employment form back, I was denied for having overtime. She said my overtime made me ineligible. She told me to write an appeal letter,

Talk to your school guidance counselor, there are financial institutions ready and willing to help you bridge the gap. Your school probably have these companies listed at the Bursar. Of course your parents' signatures will be required as well. That is not much of a problem really. Good luck.
