Pulled up old rug found particle board under the rug. Will the tile stick to the particle board or will they lift up overtime. What can i do to make them stick better to the particle board?

While not at all a fan of Vinyl tilke I answer this Q often.

Peel and Stick or not???

Clean the substrate well.

I use a water based contact cement. DuPont might be one manufacturer. I but it in a nice aqua color. Apply it to both the substrate and the back of the tile and set it. It has the same properties as lacquer base and is less toxic. Initially it also cleans up with water.

Certainly you can also use a thicker based adhesive and a trowel with 1/8 or 1/16 teeth. It just takes longer to set.

No offense but if the substrate is in decent shape, you need not SKIM it with anything. Certainly you should fill voids or sand raised areas; check for nails or screws protruding.

One thing you can try is to brush down a layer of thinset tile adhesive first. Yes, I know you have peel and stick tiles, but coating the underlayment with thinset tile adhesive first will give to a nice sticky base into which to set the sticky side of the tiles.
