I've only seen the term in two contexts -- arbitration and social work.

In arbitration, the case manager is responsible for handling administrative issues -- getting the arbitration case filed, making sure everyone can get in touch with everyone else, handling paperwork from the arbitration company, etc.

In social work -- including govt welfare, child protective services, and many other areas -- the case manager again handles the administrative work, but is generally also responsible for ensuring that every other agency or officer that needs to be involved gets involved -- and that the parties who need to be notified, or need to comply with laws, get the information that the need.

As for someone working in a professional school -- I'd have to guess it's the same type of thing -- but I don't know what would consistute a "case" for them to manage.
