What can I use to strech tape?

I need to pull the tape apart and be able to measure the distance?

Measure 12" on a piece of cardboard. Then simply pull the tape off and cut it into 12" pieces on top of the board.

You need three people -- two to hold the ends of the tape and a third to measure it.
