it is a very crude way of describing a woman's privates, in pants/ swimsuits that are too tight. The outer labia are emphasized in tight fitting clothing which some say resembles a camel's toe. A female "reverse wedgie"

It happens when you wear too tight of pants. It's considered very undesirable and/or trashy, although some men seem to like it. It's as bad as VPL (visible panty lines).
