i have a 35 litre tank with 12 tropical fish one fish keeps bullying other ones what should i do

Most of your problem is that you have 12 fish stuffed in less then a 10 gallon tank. These poor guys are fighting for room. Think of yourself in a tiny closet where you couldn't move and you had 11 other people in there with you knocking in to you and pushing and shoving.......you'd start bullying for your space too! You're lucky they are not dead from poisons in the tank (ammonia, nitrites, nitrates, etc.).
The way to fix it is simple.....get a bigger tank! This is cruelty to your fish what you are doing.
Please get a bigger tank.

It might help if you would specify what type of fish the bully is.
Some fish are schooling, and if there aren't enough of the same type, they will bully other fish. Also, it could be a territorial species and you have too many of the same type together in too small of a space for each fish to have it's own territory.

Get rid of it. I had two goldfish before called Terrence and philip.
Terrence kept biting philip. I thought he was kissing him until i found him dead. I still have "pond" memories of the little guy. Its a dominance thing, even fish have a pecking order. Separate them before its too late.

It would help to know the species. You might have an aggressive breed of fish that don't live well with others.
You may have to remove it or risk the others.
