My dad doesn't have a California licence and doesn't speak english. The car was parked in the CHP parking lot and the car wasn't on. Is it legal if the California Highway Patrol (CHP) impounded my dad's car just because he was asked if he was going to drive it, he answer "si" (yes) because he tought the officer was asking something else? my dad got a ticket and the veicle impounded.

What your dad got the ticket for would be of great consequence as to why the vehicle was impounded. Since there is no law regarding attempted driving without a license, obviously he got a ticket for something like abandoning a vehicle for more than a couple of days, or something else along those same lines. And obviously there is more to the story if he had business at the CHP to begin with.

Protest the impounding of the vehicle by citing that there was a language barrier resulting to an assumed admission of the offense.
