You should wait until the rootstock (rhizome) is at least 5 inches long, then just cut it into two pieces (so each has some roots and leaves attached).

Anubias is a hardy plants and you generally don't need to proagate it. You can try some fertilizers from your pet stores and maybes a C02 reactor or something.
