this sounds a physics question
Lets see what I still remember, you may need to polish my answer.
the force of attraction between two bodies is directly proportional to the product of the masses of the bodies and inversely proportional to the distance between the bodies.
meaning if the massees of the bodies increases and the distance between them remains constant. the force of attraction between them will increase.
on the other hand if the distance between them increases and their masses remain constant, the force of attraction between them will decrease.
the Weight of the body here on earth is equal to the force of attraction of that body to the earth. (the distance being considered here now is the distance between the body and the center of the earth).
Now going back to your cabbage question. It is assumed that the mass of the earth and the mass of the cabbage remains constant. What changed though is the distance between the cabbage and the center of the earth.
In Baguio, the distance between the cabbage and the center of the earth is greater, because of the high elevations at that place, therefore, there is less force of attraction between them, therefore, the cabbage weighs less.
In Manila, it has low elevation, so the distance between the cabbage and the center of the earth is lesser, therefore the force of attraction between them is greater, therefore the cabbage weighs more.
However as the other answerer has mentioned you will really need a laboratory accurate scale to see the difference.

a kilogram of one thing always has the same weight as a kilogram of another thing.
What could possibly change could be the weather of both places. Things could expand in hotter areas.
In my case, I am not a vegetable but being someone from baguio, I experience some sort of "expansion" whenever I go to hotter places. I get a little fatter and everythings grows large. My clothes don't fit too. Since I am thin, I am happy with the growing condition the weather in Manila gives me. Going back to Baguio means going back to my old weight. Too bad.

If the cabbage is soaked or sprinkled with water while in Baguio, so it will be fresh when it arrives in Manila that's considered a weigh factor. And when it arrives in Manila, with heat dried up some volume of water and the movement that's lessen the weight of the cabbage when it arrives in Manila.

To be honest, I'm rather bored with this suggestion. I've seen this numerous times on this forum and I think that a few Atheists use this innacurate assumption to make themselves feel better about their position. Note - I said a few. I've seen loads of "questions" from people supporting the Atheist view that had the worst grammar and spelling I've ever seen in my life. Heard of spell check? Apparently some haven't. As for the answers that suggest I, as a Theist, only use one book for my answers - that's ridiculous. I read and search constantly - and the greater percentage of my reading is not done in the Bible. I offer your question and many of the answers as evidence that some people will accept any perception if it supports their theory without requiring the individual to have to do some research on their own. BTW - "the faithful are less intelligent at birth"? Hi - we aren't born with a belief structure - it's something we adopt. Is this an example of the superiour intellect of an Atheist?

Well, you ate the cabbage while in Baguio, and while traveling to Manila - the cabbage traveled through your system, as was "released" in Manlia - your body transformed some of that cabbage to energy.

meaning madaya yung Timbangan sa Baguio. when the cabbage arrive in Manila tapos sakto ang Timbangan iba talaga ang resulta. next time check the weighing scale in Baguio if it is sealed.

Altitude. Gravity decreases as you move away from the Earth's core. Manila is at sea level and Baguio is over 3,000 feet. You'd need an incredibly sensitive scale to detect the difference.
