"less than 21"

If it's growing at exactly 3.5% it will double in 20.14879168 years. If it's growing at more than 3.5% it will double in less time. Either way, it's less than 21 years.

You're trying to find the exponent X such that 1.035^X = 2

Well, take the logarithm of both sides.

log (1.035^X) = X * log 1.035 = log 2

X = log 2 / log 1.035
