Without knowing a bit more about your mower, it could be something else from your solenoid to your starter. If your engine is old, the terminals may need cleaning, starter may need cleaning, replace solenoid etc.

First try jumping it battery to battery with another 12 volt system, like you automobile. Check to see if the battery terminals are clean and tight. Use Coke Cola or Baking Soda to clean the terminals. The starter will have one terminal. That is where you will put the positive [Red] clamp from a set of jumper cables and negative [black] clamp to anywhere on the metal frame that is clean of paint and rust. If you have to wire brush a bolt clean. Don't forget to have the in the ON position.

NEVER HAVE AUTOMOBILE RUNNING WHEN JUMPING A LAWN AND GARDEN EQUIPMENT! disconnect terminals from batt and jump at cables( disconnect to isolate batt) if it starts replace batt, if it dosnt its a starter switch, saftey switch(which u have atleast 3), in wich most cases it wont start even jumpn at starter directly. u can jump it at starter by hookn up to batt then red on sarter post and black to any part of the metal on engine(satarter housing is fine) p.s if yr mower is newer than 20 yrs dont worry its not a 6 volt system !

Jumping from the battery to the starter can damage the teminal on the starter. It will arch and can burn the threads. It sounds like you should change the solenoid. They are about $12 bucks.
