In modern times Puberty can happen any time between the ages of 7 to 9 up to the age of 21. Puberty affects everyone different, it could all happen in a few months. a massive growth spurt, along with the mood swings that come with all those hormones.

It Sounds Like He Has a pituitary Gland Problem How Tall Is He
Because I Have a Pituitary Gland Problem When I Was 13 I Had No Hair Around My Penis And I Also Had No Hair Under My Armpits Plus I Was Very Short For My Age But I Take A Shot In My Hip Every 2 Weeks Its Called a Testosterone Shot And Ive Been Getting This Injection For 13 Years Now I Have Hair Around My Penis And Under My Armpits Plus When I Was 13 I Was Probably 5 Feet Tall And Now Im 5 Feet 11 Inches Tall And Im 26 Now So That Could Be a Reason Why He Dosent Have Hair Around His Penis And Armpits But I Could Also Be Wrong Maybe He Just Didnt Hit Puperty Yet
Thats All Oh Also I Have To Take The Injection For The Rest Of My Life

He is perfectly normal... Kids start puberty at different ages, and yu son has just started a bit later than some. If this hasnt changed by the time he is 17, seek a doctor, but since he has started, I doubt you will have to.

puberty happens to absolutely everyone. the age range is actually shocking but it can start from around 9-15 years old.
i actually dont think you're checking hard enough. all you looked at was hair, 14 or not, people can shave/wax.
initially, just let him be, EVERYONE hits puberty

Get right out of their, a 14 year old boy is entitled to complete privacy, if he has come to you as his parent for advice it sure aint you that should be doing the looking and asking.
School counsellor, School nurse, Family doctor, himself on his own you are so not supposed to be there it is untrue!
You're going to make any issues he has worse and second you are putting yourself in a position that you should not be involved in.

puberty runs its course from 11 through 18-20 there is still a lot of time for it to kick in

yes it is normal. when it comes to boys, growing, maturing and puberty, is usually slow, not really quick. so puberty will hit when ever.
