If you mean "what is 0.59 as a fraction", that's a totally different question.
Decimals mean that the number is less than 1. 2 decimals means the numbers are a fraction of one hundred (1 decimal means the number is a fraction of ten, 3 decimals a fraction of one thousand, etc.).
A fraction of one hundred is that number divided by 100, or 59/100.
