To do two things. To determine the guilt or innocence of a party in civil or criminal trial and to hear all the evidence and decide.

To settle civil disputes, and to ensure that those accused of crimes are given a fair opportunity to respond.

It's also a great way to employ a few hundred thousand people who are incapable of actually producing anything useful.
