Open the back of the toilet, there is a chain, plastic string running from the other end of the handle to the flapper (the thing sitting in the bottom of the toilet. That chain may have slipped and may need to be shortened somewhat. There are several types, but you should be able to figure out if it can be shortened and how to do it by looking at it.
If that doesn't work, you probably need a new flapper, the plastic thing at the bottom of the toilet at the other end of the chain. There are, again several different types and you will have to match the new one to the old one. They are simple to replace and generally require no tools.

sounds like u need to adjust the chain on the handle so that when u flush, the stopper comes all the way out of the hole and then returns so that the tank will fill back up. try shortening the chain, keep adjusting it until it flushes the right way. good luck

I must agree with Sensible. I have had this happen with two different toilets. In one case, I put the old one back in, and it worked. With the other, I bought a separate (soft) flapper valve at the hardware store, and that solved the problem.

check the flapper valve located in the tank , newer ones that slide over the overflow tube sometimes work up the tube thus not allowing the valve to come past the 90degree angle needed to keep it open untill the tank empties older units that operate with bronze rods may need updateing or some times just bending the upper control rod can adjust the angle , hope this helps

im not sure what its called... but its the thing that plugs the water... (insdie the tank, attached to the metal string, which is attached to the flush handle) its too heavy... u need to clean it or get a small floater to help support it...

the flapper, where the water goes down in the tank is probably not closing right
