It doesn't seem to be spam for several reasons. They have tried to change the email they use and fake information but I have checked the header and it is all from the same IP address-207.115.36.79. Can I find out who is doing this??

So send a mail to abuse@sbcglobal.net indicating that the following ip address is sending harassment mail and if no action is taken, you will force to take legal action.
In short, it is very likely 207.115.36.79 computer is hijack by someone (hacker,spammer) by using malware programs and using that zombie machine to do his dirty works like sending email. But you informing them will atleast make them aware of the situation and take precaution from preventing further such incidents.

Here's what you do.
Don't open the e-mail because it probably is SPAM.
Mark the e-mail as SPAM or block it.
