That is the European Sizes.
So 24 is similar to a 00. So 25 is 0. 26 is 1. 27 is 3. 28 is 5. 29 is 7. And so one.
I know that the European thing is right, but I'm not sure about how I matched the European sizes to the American sizes. Go onto any top fashion website like "Saks.com" and pick any clothing item, so it can lead you to the suze chart link. The size chart will tell you what the european size 24 is equal to.

The size around the waist or hip. Usually you should measure yourself before you go to a store like that. but usually they have like a 24/5.

males have those type of sizing systems because it is easier to understand like 30-32 the first #is around your waist in inches the second is the lenghth of your upper leg I think

Waist/inseam. Waist always goes first, remember that. You have to measure yourself to know your size, and they're meant to be worn around your WAIST (about five inches under your breasts), NOT your hips. Your real waist is about three inches above your bellybutton. Most people don't know that...Hope this helps.
