I got it 1 year ago as a gift and it's been growing fine and green, but lately the stalks and leaves are turning yellow.

Am I overwatering it or underwatering it?

The bamboo is in pebbles, so there's no soil.
So far, no one's response really answers my question.
Does yellow mean too MUCH water OR too LITTLE?

If your Dracaena is planted in soil as it was naturally intended then it is possible that you are over watering. Most house plants don't need to be watered more than once a week. You actually want the soil to dry out a little or it could result in root rot. Unfortunately, once the stalks begin to yellow then there is little hope for the plant. However, I wouldn't give up as yet. Cut back on the watering and let the soil dry. Once you've given the soil time to dry, insert your finger 3-4 inches and if you can't feel moisture resume watering again. Do this check every time you are ready to water the plant.
If in fact your Lucky bamboo is just being kept in water then over watering is not possible, but the roots can still develop root rot from a lack of changing the water often which is about every two weeks.

Lucky bamboo normally grows in water. Did you put yours in soil or did it come that way?

You can't over water a bamboo. You should always have water in the container holding the bamboo.
