3 * 0.4 is less than 3 because the unit which 3 is being multiplied by is less than 1. In order for multiple of 3 to be greater than 3 the multiple must be greater than 1.

For any x greater than 1, when you mutiply by a number y, which is between 0 and 1, the result will be less than x, because y is less than 1.
Examples of numbers between 0 and 1 include 1/2, 1/3, 2/3, etc. These are all fractions. They are less than 1. Anything multiplied by these numbers is reduced.

let 3*0.4 > 3
this implies 3*4/10>3
this implies 12/10 >3
this implies 12 > 3*10
this implies 12 >30
which is wrong
Hence our assumption is wrong
product of 3 times 0.4 is not greater then 3
