It seems in my agency when there are productive issues to be solved, they rather single out one employee and focus all their attention on that one person for discpline, rather than view the problem as much larger than the fault of any one person, but an organizational issue. As a result the real issue never gets resolved.

Its all bureaucracy. The problem no-one ever really knows where the rules came from, or who to complain to, and the people with the power to change policy are nowhere to be found.

This is a prime directive of Govenmental agencies and quasi-govenmental agencies: Spend it or lose it! If the budget is $50,000.00, you must spend $50,000.00 or the next year you will get only what you spend. Hence the mad flurry of spending when the Govenmental budget-year is drawing to a close. Unfortunately, this affects ALL activities in a govenmental setting; after all, the solution is to throw more money at any problem.
