No. I.Q tests do not test for real knowledge and often rely on people using basic logic to answer questions (whereas there are several questions on most IQ tests that if you thought about it actually have more than one acceptable answer). Therefore the validity of IQ tests in general is questionable. If a 13 year old does well on an IQ test you could say that she is perhaps a quick thinker (given the time limitations of the test) and given that most of the questions tend to be something that a 13 year old would encounter in a maths problems class it would not be all that unusual for her to achieve a high result.

It depends on what test (was it standardised for an American adult population, for example) and what does "way above average" mean? Average on a standardised IQ test is a mean score of 100.
If the 13 year old scored significantly above that at say 2 standard deviations above the mean with a score of 130, the answer would be gifted ok genius well maybe later :)

I've known my share of genius level IQ and all it does is measure alearning ability, there are different kinds of intelligence, and a whole lot of time its the well balanced person with emotional maturity, social maturity and intellect that rises above the pact. Its often not the highest IQ, that measures success.There are professors or docs with the personality of a door knob, aren't social etc. So, yea encourage where talent is indicated but integrate your kids into a healthy socialization as well. Bobby Fisher is an example that comes to my mind.

she needs more psychological tests to establish whether she is really above average to genious level in intellectual ability.
