China. The first rockets were black powder rockets made in China where black powder was invented about 800 years ago. They were like fireworks rockets.The modern liquid fuel rocket was first flown by American inventor Robert Goddard in the 1920s.

I just wanted to add that, though the Chinese used their rockets mainly in fireworks displays, they were also the first to use them in combat -- in a very small way. They also invented the first crude canons and firearms.
