This person lives across the street from me and stares day or night at my apartment, to the point where we do not want to open our window blinds. If I wake up at 4am or there he is! He is there day and night. I would like to know what can be done about this,if anything.

There is a type of windowcovering where you can see out but they can not see in. Or maybe a privacy fence or something like that.

Stand in front of your window and wave at them! After a few times they will likely stop.

I doubt he's really there 24/7 that seems unlikely, maybe you're seeing things? But if not, call the police.
