It is nothing to do with evolution. It is all down to Natural Selection.

The original genes for hair had information for different characteristics. Different populations now have a subset of the original genetic information - for example giving them dark kinky hair.

Far from being evolution, this is in fact devolution - the amount of genetic information has reduced.

A single gene may be associated with multiple proteins and functions. Most likely the gene for kinky hair is associated with other factors which may benefit living in tropical conditions. Kinky hair is not only found in Africa, but also in Australia, parts of SE Asia and the Pacific Islands.
