Yes, you bet. If many claim that Bush's actions were in accordance with the US constitution, so does Putin's actions were according to the Russian constitution too.
At least Putin never threatened anyone by saying "You're either with us or against us" or "bring them on!".

Every one of Bush's powers is constitutional. And...since you listed nothing to the contrary, that is still the case.
