Tickets to movies, gift certificates for restaurants they like or for places like beauty and barber shops, stuff like that can be nice and appreciated.

Have you thought that they may "need" a letter of love an appreciation from you? You can always include your gratefulness for their having your husband and for raising him to be a wonderful, decent, respectable man. Point out some of the important things you've learned from them and remind them of some fond memories they've given you. Flowers soon fade but a good letter is a "keeper." You can be sure they'll read it many times on those long, lonely days.

Just because you think your in-laws have everything they "need" doesn't mean MIL wouldn't appreciate a special figurine http://www.collectiblestoday.com (click on Music Boxes), a very nice box of greeting cards, stationery, pens, and stamps. I have purchased some porcelian music boxes from this company and they are wonderful. Those I purchased had 22k gold edges, pink and white Swarovski crystals, and played "You Are The Wind Beneath My Wings." They have a certificate of authenticity and guaranteed for one year (price $39.98 each). Your FIL may have Parkinson's Disease but he can still see and hear even if he has reached the point he can no longer speak or smile. Give him DVD's and CD's of his favorite type of entertainment; be sure and include some great comedy. He can speak in his mind and smile in his heart and that's where it really matters, after all.
