First, unplug it. I would use a cleaning agent, Like Pledge Electronics, which is wax free. Water can clean it in a fix, but you have to be VERY careful not to get it (or any cleaning agent) inside the mechanics of the mouse.

If you want to use water, use a paper towel, wet it and wring it out as much as possible. Be sure to dry it when you are done.
If you get a cleaner, spray it on a cloth and wipe down the mouse. It will usually dry itself within seconds so no additional steps are necessary.

Use alcohol wipes on the cover. If it is a ball type mouse, pop the ball out and also clean with a wipe. Check the rollers. If optical or laser, clean away any crud from around the sensor.

No water. No, no, no. Use a baby wipe to clean the outside gently. The flip it over and remove the circular back. Remove the ball and use your fingernail to gently scrape away the gunk from the wheel's. Shake it lightly to help remove and peices that didnt already fall out and then reassemble.

Yeah, water is fine so long as you only use it make the cloth damp not try to drown it :)
