Goldfish should not be kept in bowls unless the bowl is large enough to cater for a filter. The stereotyping of other countries as is proven on some of the other answers, suggests that when someone says you shouldn't do something, the rest of the world has to follow suit and its starting to get annoying.
You can try a Biorbe which holds ten gallons, but it still a bowl. It is a perspex sphere with a stand and air pump supplied, with gravel substrate and an undergravel filteration system which works well as a powerfilter is pointless in a bowl.
The popular goldfish bowl doesn't work, as the size and general design doesn't cater for a small or average goldfish. Imagine you are in a round room made of steel. Everytime anything knocks against the walls, the sound vibrates around you and continues to echo for ages afterwards. Thats what a fish feels in a bowl. With just a plant and gravel, the fish feels open on all sides and can't hide or escape. Tanks provide better for this, but if you havn't got any cats or small children to harrass the fish, then its not so much of a problem.
The Biorbe is available from Pets at Home and petsmart, and comes in sizes of five gallon, ten gallon and twenty gallon.
It can also be found online and is avialble to order from most aquatic supplies.

Nowhere, because a goldfish doesn't belong in a bowl, but in at least a 10 gallon tank with filter by himself
