-schools are some of the worst rated in the nation
-general population has a very low educational attainment rate
-barren, ugly landscape
-high alcohol consumption per person rate

No idea, but if Graham Greene were still alive, I'm sure he would write a novel based there. Sounds like Moscow, but it's hardly unsophisticated and I don't want to start World War III. Lagos? Isn't cold in winter. Baku? Not sure about the alcohol consumption.
