It is not illegal. If you mean spanking in school by teachers/administrators, it is not illegal in all states, just discouraged. Parents are not prohibited from spanking their children either, but it may lead to Child Welfare Action if it is deemed excessive.

The state of California tried to make spanking by parents illegal but I believe they failed. I don't think it is illegal in any states for parents to spank their children.
I'm not sure what the laws are about using the "board of education" in schools anymore. When I was in school, some teachers in elementary schools had wooden, half inch thick paddles with holes in them for added sting. These might be illegal now. I've also seen wooden pointers broken over student's hands or heads. I hope that is illegal now.

Although you don't say where you are from, I am going to assume from your nickname that you are from the United States. Spanking is not illegal anywhere in the U.S. The law here in Colorado, and from what I understand most states have similar laws, is that you can spank the child as long as you are not leaving any kind of lasting marks. The law states that "transitional redness of the child's buttocks" (their words, not mine) is permitted however if you are leaving any type of bruises, welts, etc you risk being charged with child abuse. I have heard that some countries have made it illegal but I don't know for sure.

It depends on where you live. I live in the U.S. and spanking is perfectly legal here. I'm assuming you live in an English-speaking country and the only English-speaking country with a spanking ban is New Zealand. I believe that law was passed earlier this year.
Please clarify what country you live in.
