Your mom has good hearing.

Humans have a hearing frequency range from 20Hz to 20000Hz. Some people have exceptional hearing and may even be able to hear still higher frequencies upwards of 22Khz (22000Hz)
As people age and are exposed to noise levels and loud music etc, hearing loss ocurrs. Typically the high frequencies are the first to go.

So the idea behind the mosquito alarm is that most older people have some hearing loss and can't hear it. However for those people who have taken care of their hearing or had exceptional hearing to start with will certainly be able to hear these high frequencies.
