Depends what problem you had.-

If the goods are not delivered or significantly different you file a complaint through paypal AND contact seller direct.

The act of initiating a complaint often is enough to make a seller deal with a problem before it gets bad.

I've given a seller good feedback despite a problem with item, as they dealt with issue and refunded me. They'd been scammed by the source they uysed, and dealt with it profressionally, otherwise YES paypal would have refunded me.

I have had aq couple of cases of non delivery and moneys refunded via Paypal as seller didn't respond

Up to the limit shown on the ebay site for paying with Pay Pal. Sorry I can't remember what it is.
