If you mean that you had unprotected sex, then withdrew before ejaculation, I hate to tell you buddy but you already released some sperm into her reproductive tract. The clear lubricating fluid that comes out when you are aroused, called pre-ejaculate, contains some sperm. This is why it is important to wear a condom every time, the entire time.

If you didn’t use a condom or any other protection, and she is not on the pill nor have any protection either, she is just almost at the same point of risk as if sperm would have go inside her.
Why?
Simple, some has said it already here, is called pre-ejaculation. It is used to lubricate the track where sperm will come out, is clear and comes out when aroused. And the bad news is that sperm is in there 99.99999% of the time.
And even if there was no penetration, the problem is that fooling around and playing around can do the trick to. For example, she gives you oral (even if she doesn’t finish you), then you kiss, then you give her oral… 9 months later she is pregnant, and you wonder why? Simple, it just take one sperm to be able to get to her egg. So it is possible to get it while she kissed you and then you put it in her vagina while giving her oral.
Is amazing what those little things can do when they want to. I have seen cases of pregnancy when no even sex was involved. Sometimes it just takes to share a bed for it to happen.
Of course those cases are rare and extreme most of the time, but can happen, have happened, and you can be sure that will happen again.
Best thing to do when having casual sex or just having sex with a steady partner is to use a condom with spermicidal so you have more chances of avoiding the little things to to get anywhere. Still she can get pregnant, but you now have beetr chance of not letting it happen.
If you had sex, and she could become pregnant, and was today or yesterday or even the day before, get her to go to the doctor, or even over the counter now you can get some morning after pills. This will help and chances are that if she was going to get pregnant, now she won’t. And get a pregnancy test available as you two are going to need it (or wait for her period to come in any case).
Sorry, life sucks, but we are responsible for that “sucking” most of the time. Now be an adult and start doing as we told you.

Just because you "think" sperm did not enter the vagina does not mean that no sperm was released.
There is a thing called "pre ***".
There IS a chance of pregnancy.
