They wear from age, flexing, smog in the air attacks them, or stones, brush, etc snag/cut them.
When they tear/rip, the problem is, they no longer keep the grease in, or water/debris/grit out of the CV (Constant Velocity) joint. If not replaced, the CV joint will wear out quicker.
Now, it's time to do the math. The labor to replace one is almost the same as to replace the axle/CV joint. Price the axle with CV joint and boot, and decide if you'd rather just keep driving with a torn boot, and replace the whole assembly when it finally does wear out.

They wear out from normal driving
off road driving
dry rot
rusted clamps

But they serve a purpose and that purpose it to keep the bearings dry, and grease in them.

Get them replaced ASAP - or you'll be looking at a very large bill to replace them both and realign the front end

they wear out from all the flexing going on at the axle ..they are there to keep the weather out...road salt, dirt, water etc..till you hear the joints snapping and cracking
