Why is the 1932 Silver Certificate One dollar bill missing in God We Trust on the back?

I think that the motto "In God We Trust" was added to the back starting with the Series 1935E silver certificates. It is normal for the prior ones to be missing that motto.
By the way (I'd better mention this, because if I don't, somebody else will), there were only Series 1928, 1934, and 1935 silver certificates. It's OK, I think I know what you meant.
