Lock picking is the manipulation of a lock without the intended tool (key). Tools can be made, however they ARE ILLEGAL in most jurisidictions. You get caught with tools you will be charged with a felony, possession of burglary tools (unless you are a locksmith) and depending on the jurisdiction, you may go to Prision (not jail) for up to 5 years.

Why do you want a lock picking tool, unless you wanted to pick a lock? perhaps steal something? if thats the case i hope the cops are nearby.
Otherwise, there is always a door ram or Explosive device we'd attach to a door and thats effective and fast way with nice shock effect.
not very covert though.
wether its legal or not depends on where you live.

There are many different types of locks- each is picked differently. Buy an issue of Popular Mechanics, find the "Be a Locksmith" ad near the back, and sign up for the correspondence course. You will learn everything you want to know.

Possession of lock picks constitutes "possession of burglary tools". It is illegal unless you have a locksmiths license.
