Sure - you just need to put air into the balloon under more pressure than the water around it.

If you try to do this while doing a breath-holding dive, you won't be able to go very deep and do it. But a scuba diver could do it at any depth, because they're carrying compressed air with them. The air in their lungs is the same as the water around them. We used to have contests doing this when diving. We would blow up balloons, and bring them to the surface. As the balloon ascends, it expands because the water pressure goes down. The winner was the person who had the largest balloon. Some lost because they put too much air in theirs, and it popped.

Sure. That's one of the techniques for raising sunken boats, etc. The air is pumped from the surface.

may be it can be blown with water!
and not with air cause pressure
