If a company wants to implement an enterprise application, it had better do its homework.

I am presuming a more tangible explanation than 'do its homework' is what you are after.
Doing its homework would include:
Understand the business requirements in applications prior to selection. Any regulatory or security requirements must be properly accounted for.
Understand the resources required to implement the application, consider development, liscensing, hardware for installation, and deployment and training for its people.
Also: implemention an enterprisewide system could be disruptive to business if not executed well: the delta between current processes and those imposed by the application should be well understood and prepared for. Especially difficult in environments where various local processes are in place.
And yes... an organization could get fleeced by consultants if they chose to utilize their services.

Implementing an "enterprise application" is an invitation to the 'big boys' IBM, KPMG etc. to send in a few (thousand) consultants each charging a (few) thousand a week ...

If you ask the 'consultants' to define what you need, it will be a gold plated customised solution that takes you to the cleaners faster the a 419 Advanced Fee scam :-)
