What are your thoughts on the people and large organisations ie OIL companies, that have bought these patents that can revolutionise the energy/fuel industry. If these people/organisations do not use them should they be made to give them up to organisations that will use them, if so how do we get the governments to listen to the people and not these large organisations?

Whether this were to happen or not, patents expire. These companies aren't going to make any money on their purchased patents if they wait until they expire to do anything about them. The whole point of a patent is to give the inventor time to recoup the cost of inventing, and possibly make a profit on their invention. Once the patent expires it is fair game for anyone to use legally.

Define what you mean by "change the world". The ATM machine "changed the world". For that matter, the ball point pen "changed the world".

Who would be the moral authority that got to decide who's patent is worth protecting and who's is not?

First, there is no proof that the oil companies are doing this. Second, if Exxon has a way to do business cheaper, therefor increased profits, why wouldn't they use the patent?.
