the guy probably could get an erection but just doesnt know when it occurs or why, because he has no control of what occurs below his neck.

Now I can't say for sure but the wife works on a spinal cord ward at this local hospital. They have sex therapist come in and speak to the people who are in this way. She or he is still going to need or want sex. They teach them how they can go about it. Lucky for me I'm not paralyzed. But one of the other poster I think hit the nail on the head, they don't feel anything and the erection is brought on by blood flow, so if the flow is still good then I can only guess that he would be able to get one. If this was the other was around, could the woman have an orgasm if she was paralyzed from the neck down? Would she be able to become excited as in wet not just in mind but her body respond to include her nipples becoming hard and erect?

Yes.

The answer depends on where the spinal cord was severed and whether it was patially or completely severed. Most men who are completely paralyised below the neck can get a reflex erection (manually stimulated) however not a psychogenic erection (mentally stimulated - ie from thinking / looking at a girl / porno magazine). Constriction rings and positioning during sex can help achieve better and longer erections (speak to staff at his spinal hospital).

Regarding ejaculation, most can still ejaculate however after time, the motility of the sperm (how fast/far the little boys can swim) decreases and therefore affects fertility.

Yes, I'm almost certain they could. Erections are a result of increased blood flow to the penis but being paralyzed affects the nerves.

Yes, yes and yes. Again being paralyzed isn't going to stop a process like ejaculation from occuring. It also doesn't stop them from being mentally stimulated.

My friend involved in an accident years ago. He's paralysed from neck downwords and bedridden. He can't get an erection during that period of 8 months.
