Because the governments are not in the BUSINESS of helping people, they are in the BUSINESS of helping themselves.
How is this done?
With weapons, lots and lots of weapons.
The few oppress the many.
Its a system that's been shown to be effective for those governments that are run by greedy degenrates, for thousands of years.

The UK seriously under funds it's armed forces. A better question would be why does the UK send money to countries in African so it can be spent on killing their civilians instead of looking after it's problems at home.
Most people seen begging on the streets of London are not homeless but make a very good living off it. Those that are really homeless have lots of support if they require it with shelters, DSS, etc. In fact the UK has such a poor system on stopping people getting access to social security payments that there are lots of people who could work and don't want to living off it and even worse people who do work still claiming.

Simple
Governments & their leaders are mere puppets to huge
financial conglomerates like the tobacco companies,
energy companies, oil companies etc since it was them who
were financing the electoral campaigns in the first place.
Basically its a "we get you elected, you owe us" deal.
There is no money in sheltering the homeless & feeding the
hungry. The money is in wars, producing weapons of mass
destruction, the automotive companies whobuild the
transport needed for the operations involved etc.
If you don't like it, then volunteer to feed the hungry, work for
a non-profit organization, cuz unfortunately there is nothing
you can do about the government. The true powers that
control them are way too sinister for us to even begin to
comprehend.

We are supposed to be civilised. wot a joke!!!!
It breaks my heart watching the news and reading papers and finding out how many people are suffering all over the world. But dont give up because even one person can change things, even in a small way. Many years ago a group of us sponsered a child in Africa...for 14 years...it was great it gave this child a chance of education and the money also went towards his village. It was not much but it was a start.
Thank God for the big charities like live aid etc.....When PEOPLE NOT GOVERNMENTS get together then and only then will things change........

Because without the power to defend yourself, your country and your friends, your life will be forfeit anyway...some other country will likely invade and kill many people if you are weak. It's up to government to strike a balance between spending on social problems and national security. The poor and the needy will always be with us....federal governments are in place to protect the country but do a poor job of helping the needy. That's better handled by state and local governments and other citizen groups like churches or shelters.

The goal of any political leader is the protection of his people. This is a mind set that has been a part of politics since people first began building walls around their settlements. To overcome this human ideal is no small task. 5000 years of semi-success has kept the arms race a constant. Of course, we know that there is always someone stronger who comes along, who later is taken down by someone strong then they. I believe that until we can learn compassion and empathy, wars will still occur. This is no easy task. It starts with teaching the young, as well as ourselves. And, it won't happen overnight. It will probably take many generations, but as the saying goes, "there's no time like the present."

If the people who ran our governments owned homeless shelters then all our money would go there. As it stands they own stock in companies that manufactor arms. To make the stock go up they go to and prolong a war. Then they overcharge for things like body armor and food for troops. If anyone complains they call them a commie for not supporting the troops. Yet, our President is more than willing to leave troops over there with no funding. So we fund.

in answer to your question: I think that it all boils down to free will & prioritys. yes I agree with you that countries should be looking after its own people, but I guess that sombody will come up with the answer that goverments are looking after their country by buying in these wepons as they are used as a deterant. The other argument that people will pose is that even though the person who is out on the streets might be clearly disabled he or she might have refused help, and have since disapeared into the wood work.

when a government feels pain and safe less, it's easier to have a lot of weird lethal weapons than people smart who can resolve the problem inside. Education vs. War. How many times we have some disturbing situation with our neighbours for a simple trouble, then we star to fight and not to speak clearly... so we can see that absurd and brutal example in greatest spheres of the world. Can we, the people, changes inside then world does?
