There wouldn't be.
It means something like making a mountain out of a molehill.
In other words something very trivial, being made to seem important.
Arguing about something that doesn't matter at all.

That's a good question. I think there are two possible answers. Either you would have to have a very large tea cup, or it would have to be a very small storm.

i always thought that the storm in the tea cup came from when you violently stir your cuppa and the contents whizz round like a hurricane. in the cup there isn't room for anything else but the storm, so if you were theoretically trapped in there you would have no chance!

thats my interpretation anyway...
