If a child is molested by a family member then yes it is incest.
As for whether degrees of incest exist and whether there are places where incest is allowed-well sort of.Different cultures have different ideas as to how closely related you have to be for it to be incest.
In some cultures marrying your cousin is quite normal whereas in most western countries it is very unusual and often forms part of hillbilly jokes etc.In some past cultures incest was very much the norm.In Ancient Egypt for example royals and nobles often married their siblings and half siblings and it was not unknown for fathers to marry their daughters.
It is quite difficult to be certain who first decided incest was wrong.It is quite likely that primitive people long ago noticed that when incest occurred it often resulted (as contraception didn't exist then) in children with serious health problems and this lead to a cultural taboo.

Ha funny story, my friend and her brother went to egypt for a week or so, and while on a boat/ship/thing from Jordan to Egypt (i think it was between those countries anyway), a man working on the ship asked if my friend and her brother were together, as in couple, and they said they are brother and sister. So the man on the ship then said "we dont do that here" and they tried to explain that they were not in an incest realitionship, but the language barriers made it quite hard for them to get their point across..

In parts of India, among certain castes, incest was deliberately used as a way to keep property and family rights, and is still regularly practiced today, although it is not officially condoned. Several European countries have recently repealed laws against incest, or had them struck down in the courts. Japan seems to have a mother-son incest fascination, though officially "taboo" I have not heard of it being prosecuted there. Certain parts of the United States, such as the Ozarks, Arkasas, Tennessee, West Virginia, Idaho, Alabama, Kentucky, Mississippi and Louisiana are known for isolated communities which turn a blind eye to some in-family "canoodling". Isolated native cultures in South America, the south Pacific islands, New Zealand and Australia are also known to have accepted incest until modern times. Ancient cultures such as Greece, Egypt and many royal families traditionally practiced incest as a way of consolidating power. Also, the world population is known to engage in incestuous behavior on a general basis in the wider culture. It is seen as a perversion and abuse, but that does not mean it does not happen. Estimates of the prevalence of incest range from around 8 percent up to around 22 percent, depending on the study.
There is a growing train of thought that says incest between cousins is perfectly acceptable, and is legal in many areas. Laws against cousins marrying are seen as archaic, in spite of jokes about it. Furthermore, when siblings are raised apart, as in cases where one was adopted, or some accident separated the family, but later meet and marry as adults unaware of their familial relationship, it is seen as less objectionable than if they had grown up together.
This is a result of the Westermarck Effect - where children born and raised in the same family from birth up to the age of approximately 6 years, are not sexually attracted to each-other, and find the suggestion repellant. This is the primary reason behind most of the vociferous opposition to incest expressed today. Ideas such as birth defects or child protection are actually just rationalizations for this unconscious repulsion. Interestingly, even when the children are not related, but merely brought up in a close living arrangement similar to the standard nuclear family model, those children experience the same Westermarck Effect repulsion.
The main problem with incest as it is usually practised in modern times, is that it nearly always involves forced or abusive sex of a minor by an older family member in a power position. As such, it can cause trauma, mental illness and permanent sexual disfunction.
Even in cases where that is not the situation, the family dynamic is loaded with emotional land-mines if sex is introduced into the relationship. When does a parent stop being in charge and start being a lover? When does the sibling rival begin being a partner? How do you avoid playing tempting blackmail and power games? And of course, the looming shadow of discovery constantly hangs over your head.

I feel incest cannot be controlled as it all takes inside rooms.
I know many of my friends who have fun with their brothers in different degrees. Hugging kissing as an incentive is very common.Having bath together & caressing in night also takes place. If you consider even thinking about brother as sibling incest, I bet it takes place in 90% of the homes. Some fun takes place unknowingly, many don't continue & things are forgotten. .
However it takes place almost everywhere in different degrees. Actual sex may not take place but sexual pleasure may be derived while pretending to play.

the disgusting bible tolerates incest. incest isn't exactly pedophilia. sometimes its between adults. incest is sex with blood related family members. but it often happens when someone is a child so there can be both aspects.
it shouldn't be tolerated under any circumstance. its bad genetically, mentally,and physically.
