For sure. Words take on new meanings all the time.
An example is gay. Once upon a time it just used to mean happy. Now it is more associated with homosexual people.

It depends on the language and the dictionary but most dictionaries are constantly updated. In all languages there are constantly new words being created and new abbreviations. For instance any old dictionary will not have an entry HDTV. Newer ones will. Also some languages like dutch have almost constantly changing spellings, As a result dutch spelling is sometimes very difficult, another result is that dictionaries have to be up-dated to show the new spellings. Words like couch-potato didn't exist 60 years ago so many of old editions today's dictionaries like the Oxford English dictionary and Webster's didn't contain the word.

It depends on who you mean by "They".
But dictionaries do get updated, certainly. I'd be very surprised if the meaning of a word was ever changed in a dictionary. That seems totally illogical to me. Meanings have been added, though.

Yes, often words get re-defined, and updated according to usage in each new generation.
When I was a kid, no, meant no. Now its some obscure maybe type thing.
Bad meant it wasn't good... now its hot.
Get an old Webster dictionary, and a new one, and see how the meanings of words have changed.
Its facinating!
