females can make a bubble nest but most simply do not.
chances can suggest that it is a short tail male.
in a shippment of 100 females, i picked out over 40 short tail males.
But no, bettas cant change sex.

Well, first off, he is about 2" to 2 1/2" long. Figure out how tall you are and see if you could "Enjoy" living in an equal amount of space that he is in (to scale). Maybe its not so nice for him after all? Hmmmm? Male Bettas instinctively build bubble nests on a regular basis. It is very common. No female required. As far as breeding is concerned, the upside down cup is totally unnecessary and is actually a Deterrent to the person watching the breeding. It is Critical that You observe the nest as much as possible or you will have no fry at all. Betta breeding is very quick and you have to be willing to pay close attention. The Male builds a Bubble Nest when he is ready to breed. At this point You should have a few Females ready to be introduced to the Male as he may not like the one you offer first. When the Breeding commences and the Female starts dropping Eggs, the Male will catch the eggs in his mouth and rise to the Bubble Nest and "Spit" the Eggs into individual Bubbles, which act as a sort of uterus for each egg to grow in. After all of the eggs are "Nested" in Bubbles YOU must remove the Female or the Male may Kill Her. You now have 48 hours from the time the Eggs were "Nested" by the Male before they begin to hatch. The Male will diligently watch the nest and catch any eggs that drop out of burst bubbles. This does happen but, he will put them back into the bubbles right away. At 47 hours after being"Nested" YOU have a "Hatching Watch" to do. As soon as the first Fry begin to hatch YOU MUST REMOVE THE MALE. If You don't remove him he will Eat Every Fry that swims out of a Bubble... No Exceptions, 'Cuz he has been waiting for a good meal and he will just make more once these are gone. Survival of the fittest, you know? In the wild the fry can escape and hide better than in your tank so, you have to help them. Oh, Yeah, Any other fish in the tank will eat them as well... Food, after All, is Food. Best to keep them separate. Good Luck.

Yes, some female betta do make bubble nest too, when that happen, it's an additional bonus to you-as it's very eager to mate!!
But their mouth are not meant to make big bubbles which can use to hold the baby fry near to the water surface, so dun count on Females Betta to built the nest when your male can't make one.
No, Female Betta are not know to change Sex yet, unless some one can prove me wrong. As there's research shown that some fishes in their fish kingdom do change sex when the leading male dies. It's always from Female to Male, not the other way around.

The answer is yes, a female can make a bubblenest as well
If she would lay eggs however, you would need to remove them because they won't be fertialized

sound like it is a male... not all males have long fins there are several types of bettas..
