Nothing can remove bleach stains because the ink has been taken out.
The best bet is first use a black sharpie (works well if the damaged spot is small) and fill in. After washing, fill in again. Do it enough times to where the spot is stained.
There is also a black dye by RIT that works well...just stain the whole shirt in black dye and rinse in cool water.

Your only hope is to dye the whole garment with black dye. Just buy a RIT dye and follow the instructions on the package. I have to say though that this may not work either as it may make the rest of the garment darker so that the bleach stain is still lighter than the rest. Basically bleach kills black, sorry.

I've done this remedy on several different articles:
Get a Sharpie/Magic Marker and blend the spots into the rest of the fabric.
I've done this with all sorts of colors using permanent ink pens/artist pens [found at art supply]
I've also used liquid shoe polish [do a test in a hem]
And last, I've dabbed Rit dye on clothing with a Q-tip.
Best answer I can offer.

Do you mean a drive way(blacktop)???
If so, try to keep diluting with water. keep a hose running on it for a while. A power washer will also be able to take some bite out if you feather it nicely.
